In reply to your Despatch No. 319 of the 26th September respecting the proposed appointment of an Artillery Officer as Commandant of the Volunteer Corps, I have the honour to recommend that the Officer in question should be seconded for a term of years only. His appointment will not, therefore, be pensionable. The salary of the post, if paid in Sterling, should in my opinion be fixed at £750, besides quarters or an allowance in lieu thereof at the rate of $75 a month.

2. With regard to the last part of paragraph 4 of your Despatch under reference, you are correct in your assumption that the Volunteer Adjutant who is to assist the Commandant on parade is not to be paid for his services.

3. In reply to paragraph 5, I consider that it should be part of the duty of the Commandant to supervise the drilling of the Police Force, and it is on this assumption that I have based my recommendations as to the Commandant's salary.

4. No additional clerical staff would be required at the Volunteer Headquarters if the Commandant were to be his own Adjutant.
